What are solar incentives and rebates in Australia?

Solar incentives and rebates are financial programs run by the Australian federal government and state governments to lower the cost of installing solar panels and battery storage. These programs exist because renewable energy benefits the whole community by reducing grid pressure and carbon emissions, so governments share some of that value back with households and businesses who invest in solar.

For Melbourne homeowners, the most relevant programs are the federal Small-scale Technology Certificate (STC) scheme, the Cheaper Home Batteries Program (CHBP) for battery storage, and Victoria's Victorian Energy Upgrades (VEU) program. Commercial and industrial businesses can also access Victorian Energy Efficiency Certificates (VEECs) for larger installations. Together, these programs can reduce your total system cost by thousands of dollars.

At Amazon Energy, we are a NETCC Approved Seller under the ACCC-backed framework, which means we operate within the highest standards of the solar industry. We apply all eligible rebates directly to your quote, so you see the real discounted price before you commit to anything.

Key benefits of applying for solar incentives and rebates

Lower upfront cost

Rebates are applied at point of sale, cutting what you pay on day one rather than arriving as a cashback later.

Shorter payback period

A smaller initial investment means your system pays for itself sooner, typically in 3 to 5 years for Melbourne homes.

Business tax benefits

Commercial solar installations can be claimed as depreciating business assets, compounding your overall return.

No paperwork for you

Amazon Energy is CEC-accredited and lodges all STC, CHBP, and VEEC paperwork on your behalf. You just sign off.

Why Melbourne is a strong location for solar rebates

Melbourne sits in Climate Zone 4, which gives it a moderate-to-good solar resource for STC calculations. A 6.6 kW system in Melbourne generates approximately 70 STCs, placing it in a solid rebate tier. Victoria's own VEU program stacks directly on top of federal incentives for businesses, making Melbourne one of Australia's most financially attractive cities for commercial solar. The Victorian government's commitment to reaching net zero emissions by 2045 means the state programs are well funded and actively promoted. Amazon Energy has been operating in Melbourne since 2015 and our team knows exactly which local eligibility criteria apply, avoiding the delays that come with paperwork errors.

How the main solar incentive programs work

Federal — all states

Small-scale Technology Certificates (STC scheme)

The STC scheme is Australia's primary federal solar rebate, administered by the Clean Energy Regulator under the Small-scale Renewable Energy Scheme (SRES). When you install an eligible solar system, it generates a set number of STCs based on your location, system size, and the number of years remaining before the scheme ends in 2030. Certificate value fluctuates with the market, and for a typical 6.6 kW system in Melbourne this generally works out to a meaningful discount applied directly to your installation cost. Amazon Energy assigns the certificates on your behalf so you never have to interact with the registry yourself. Importantly, the deeming period shrinks each year toward 2030, which means the rebate value will decrease annually. Installing sooner locks in more certificates.

Federal — launched 1 July 2025
Cheaper Home Batteries Program (CHBP)

2025 The CHBP is a federal government initiative that significantly reduces the installed cost of home and business battery storage. It operates through the same STC framework as the solar rebate, meaning your CEC-accredited installer applies the discount directly in your quote. No separate application is required. The rebate applies to batteries between 5 kWh and 100 kWh of nominal capacity, calculated per usable kWh of capacity for the first 14 kWh, with tapered rates above that. For a premium home battery system, this typically translates to a substantial upfront saving. There is no income test or means testing, so any Victorian homeowner or business is eligible as long as the battery is on the Clean Energy Council approved product list. Amazon Energy is a certified battery installer and handles all CHBP paperwork automatically.

Victoria — households and businesses

Victorian Energy Upgrades (VEU) program

The VEU program is Victoria's state-level energy-efficiency incentive, offering discounts on a wide range of energy-efficient products including hot water heat pumps, air conditioning, and as of September 2025, Commercial and Industrial (C&I) solar systems between 30 kW and 200 kW. For qualifying commercial solar installations in Victoria, the VEU program can provide a meaningful rebate stacked on top of federal STCs. Amazon Energy operates across VIC, NSW, QLD, and WA and can advise which programs stack in your state. For Victorian businesses, the VEU combined with STCs and potential CHBP savings creates one of the strongest financial cases for solar available anywhere in Australia.

Victoria — commercial and industrial
Victorian Energy Efficiency Certificates (VEECs)

VEECs are certificates generated under the VEU program for activities that reduce greenhouse gas emissions in Victoria. For commercial solar installations above certain thresholds, VEECs can complement or replace STCs as the primary rebate mechanism, particularly for systems above 200 kW where Large-scale Generation Certificates (LGCs) apply. Each VEEC represents one tonne of carbon dioxide equivalent saved over the life of the upgrade. Amazon Energy's commercial team can assess your site, calculate your VEEC eligibility, lodge the certificates on your behalf, and pass the rebate value directly to you. This is particularly relevant for Melbourne-based manufacturers, warehouses, retail centres, and aged-care facilities with higher daytime energy demand.

Common problems with solar rebates and how Amazon Energy solves them

01.

Many homeowners are unsure which programs they qualify for and miss out on rebates entirely.

Amazon Energy reviews every available federal and state program for your property type, location, and system size in a single free assessment.

02.

STC paperwork errors can delay or reduce the rebate value passed on to the customer.

Our CEC-accredited team lodges all documentation correctly the first time. You receive the full rebate with no deductions for admin errors.

03.

Some installers quote the pre-rebate price and add rebates as a confusing line item, making it hard to compare.

Every Amazon Energy quote shows the net cost after all applicable rebates applied upfront. What you see is what you pay.

04.

Waiting too long means fewer STCs as the deeming period shrinks toward 2030.

We advise on timing so you maximise your certificate count. Installing in 2025 or 2026 captures significantly more value than waiting.

Frequently asked questions

01.

How much can I save through solar rebates in Melbourne?

For a 6.6 kW residential system, the STC scheme typically provides a meaningful discount off the installation cost in Melbourne. If you also install a premium home battery, the CHBP adds a further substantial discount off the battery cost. Combined, these two federal programs frequently deliver significant total savings before any state-level incentives are applied.

02.

Do I have to apply for the STC rebate myself?

No. When you install with Amazon Energy, we assign your STCs on your behalf as part of the installation process. The discount is applied directly to your quoted price. You do not need to interact with the Clean Energy Regulator or complete any forms yourself.

03.

Is the CHBP battery rebate available in Victoria in 2026?

Yes. The federal Cheaper Home Batteries Program launched on 1 July 2025 and applies nationwide, including Victoria. The Victorian government's own battery rebate program has since closed, but the federal CHBP is broadly available and applies to any eligible battery installed by a CEC-accredited installer such as Amazon Energy. There is no income test or state restriction.

04.

What is the difference between STCs and VEECs?

STCs (Small-scale Technology Certificates) are federal certificates generated for solar systems under 100 kW. VEECs (Victorian Energy Efficiency Certificates) are state-level certificates generated under the Victorian Energy Upgrades program for activities that reduce greenhouse gas emissions. For commercial solar in Victoria, both may apply depending on system size. Amazon Energy's team will assess which certificates deliver the best value for your installation and lodge both where eligible.

05.

Can businesses access solar incentives and rebates in Victoria?

Yes. Commercial and industrial businesses in Victoria can access federal STCs for systems under 100 kW, VEECs under the VEU program for qualifying commercial solar installations, and the CHBP for battery storage. For larger commercial systems, Large-scale Generation Certificates (LGCs) may apply instead of STCs. Amazon Energy's commercial team will advise the most beneficial combination for your business.
